"Mobile application builder" configuration, version 8.3.21.19

The "Mobile application builder" configuration is intended for cataloging and storing mobile application data, and for automated building of applications that will then be installed to mobile devices or published in Apple App Store or Google Play.

The configuration requires the following components:
-----------------------------------------------------------------------
1. An up-to-date version of Android Studio with API Level 30 and higher
   (Specific requirements are determined by the mobile platform used to build a particular mobile application)
2. JDK version 8.191 or later
3. Deleted the Appsee provider
